Job Description

    Tasks and Responsibilities:
  • Defines and oversees the standards and tools for estimating, planning, tracking and controlling projects and programs;
  • Develops action plans for continuous improvements;
  • Coaches or mentors less experienced team members;
  • Provides strategic guidance and insight for projects that are mission or business-critical;
  • Reviews and consolidates all project plans developed for each project within a program, identifies project dependencies and establish program’s critical path;
  • Champions the gathering of information required for the level of effort analysis to estimate project/program cost, resources, time and deliverables;
  • Develops/updates program charter;
  • Prioritizes efforts for programs that will be broken down into multiple projects;
  • Supports IT Project Managers and Senior IT Project Managers to ensure resource manager’s commitments are in line with program’s needs and effectively align resources across projects;
  • Leads assigned programs, including scheduling, assignment of work and review of individual project efforts;
  • Supports in the procurement of resources from within and outside the organization;
  • Monitors program spend, delivery, service levels, value, and contractual compliance;
  • Manages impact on the program arising from the project change management process;
  • Performs program audits to assess the health of the program, identifies and analyzes underlying patterns and recommends corrective actions as needed.
  • Monitors project risks and its impact on the overall program;
  • Prepares and presents regularly scheduled program status reports;
  • Defines and oversees the standards and tools for estimating, planning, tracking and controlling projects and programs;
  • Develops action plans for continuous improvements;
  • Coaches or mentors less experienced team members;
  • Provides strategic guidance and insight for projects that are mission or business-critical;
  • Analyzes and develops corrective actions for program budget discrepancies;
  • Conducts formal review with business sponsor at the completion of the program and each related project to confirm acceptance and satisfaction;
  • Develops baseline for cost and schedule for the overall program, confirms funding sources, and continuously monitors actual cost of project/program against planned baseline;
  • Develops and executes an efficient internal communication strategy;
  • Develops and maintains a productive working relationship with business owners, program sponsors, project managers, vendors and key clients;
  • Conducts program meetings, communicating individual roles and project/program expectations;
  • Confirms that all project team members have the tools and training required to perform effectively;
  • Evaluates the progress of program on a regular basis and identifies, analyzes and prioritizes any issues/risks;
  • Develops and maintains risk mitigation plans, processes and systems;
  • Facilitates the resolution of complex problems, by meeting with customers, vendors, and technical staff to identify problems and potential solutions;
  • Provide knowledge transfer to County internal team members by leading knowledge transfer sessions.

Required Skills

  • Bachelor’s degree in Computer Science, Information Systems, or other related field
  • 10 years of Project Management Experience
  • Experience working with various Public Agencies (i.e. Law Enforcement, Public Defender, Sheriff’s Office).
